U.S. Navy Announces 5-Year Review of Ordnance Plant Site

It's the Navy's fourth such review at the Naval Industrial Reserve Ordnance Plant (NIROP) on East River Road.

Fridley residents or others have a chance to weigh in on the cleanup of the former Naval Industrial Reserve Ordnance Plant (NIROP) on East River Road. 

The Naval Facilities Engineering Command (NAVFAC) is announcing its fourth five-year review of the polluted Superfund site, to be completed October 20, 2013.

The Department of the Navy (lead agency), in cooperation with the U.S. Environmental Protection Agency (EPA) and Minnesota Pollution Control Agency (MPCA), has begun a five-year review of the remedies implemented at the NIROP Fridley National Priority List site. The purpose of the five-year review is to ensure that the selected remedies are effectively protecting public health and the environment. The five-year review process is mandated under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, also known as Superfund) for sites where the selected remedial action results in contaminants remaining in excess of levels that allow for unlimited use and unrestricted exposure.  The EPA's Comprehensive Five-Year Review Guidance will be used in preparation of this review.

This Fourth Five-Year Review for NIROP Fridley will focus on the three Operable Units (OUs) that make up the NIROP site. The remedies selected for the NIROP site are specified in (1) Records of Decision for Ground Water Remediation, September 1990 and (2) the Record of Decision for Operable Unit (OU) 2 and Operable Unit (OU) 3, August 2003. The scheduled date of completion of the Fourth Five-Year Review is October 20, 2013. Once complete, the Navy will publish notification of availability of the Five-Year Review Report.
