General Information:
This year’s street rehabilitation project was awarded to Midwest Asphalt Corporation of Hopkins. The project includes the rehabilitation of streets within Rice Creek Terrace Neighborhood, Fourmies Avenue, and Highway 65 West Service Drive. A project area map is on the back of this sheet for your review. The work will include: watermain repair, rehabilitating the asphalt pavement layer, spot curb repair and replacement of several hydrants.

Construction Schedule (tentative):

Stage 1
CenterPoint Energy (formerly Minnegasco) upgraded specific gas mains and services within the project. This work is complete.

Stage 2 (Last half of June)
The Contractor will begin curb replacement, hydrant replacement, watermain replacement and sewer main repairs throughout the project.

Stage 3 (July and August)
The Contractor plans to remove the existing pavement and install new pavement. The project will be divided into three areas. Only one area will be gravel at a time. The City will provide advance notice of pavement removal and street paving.

Sometime during July and August, there will be about a 3 week window where you can expect to see significant construction activity in front of your property.

Mail Service:
Mail service will continue throughout the project. On the day of paving, the mail carrier will not have access to the street. The City will discuss options with the U.S. Postal Service to get the mail delivered.

Access During the Project:
All efforts will be made to maintain full access to properties throughout the construction process except when paving the street.

The street pavement will be removed during the day.   While the street pavement is removed, the machine will progress along the street slowly. This means that the construction equipment will be blocking your driveway entrance for a couple minutes. If you need to exit or enter your driveway during the removal process, we ask for your patience as the machine moves past.

The new asphalt pavement is placed within a week following the removal process. The street will be closed for 6-8 hours during the paving process. This allows the asphalt pavement to cool and harden. Turning movements by vehicles can damage the surface of the pavement and shorten pavement life.

If you have special access needs, please contact Dan Belair at 763-572-3556.

On-Street Parking:
During the two weeks of pavement replacement, please minimize on street parking between the hours of 7 am and 6 pm. A car parked in the way of the Contractor will result in the City hiring a tow truck to relocate the car out of the way. The vehicle will be moved a very short distance, often down the street or around the corner. The same process is used when cars are in the way of street seal coating projects.

Keeping cars off the street during the day reduces potential delays which can cause project costs to increase.

Construction Safety:
Please be aware that a construction site may be a dangerous place. The City asks you to take extra care and attention when in the vicinity of the construction area.

We request that parents keep children away from the construction site. The activity and equipment can attract children. City staff will be observing the Contractor’s activity and may not be aware of any children in the area.

Project Communications:
Project related questions should be directed to Layne Otteson, Assistant Director of Public Works at 763-572-3551.

2012 Street Rehabilitation Project: City of Fridley Project No. ST2012-01
Due to the warm weather, the utility companies have requested to begin their work earlier than previous years.

Monday, March 26, Center Point energy and their subcontractors will start work upgrading gas services and mainlines in the 2012 Neighborhood Street Rehabilitation project area. This is not expected to require in any street closures, but travel through the area may be slower due to the activity. This work generally consists of boring equipment operating at 10’ by 10’ pits located just behind the curb and gutter at several locations on each block.

The actual street reconstruction work is expected to begin at the end of May. We will send updates as work progresses or if conditions change.
