Prosecutors' New Charge: Man Secretly Filmed Boys with Wristwatch Camera at U of M Too

Allegation at Mariucci Arena is 8th count against Robert Dennis Minor. Anoka Co. prosecutors earlier charged him with crimes at Andover YMCA but not yet at Coon Rapids YMCA just north of Fridley, where police said he also took images of boys.

Investigators allege that Robert Dennis Minor, 53, of Coon Rapids used a wristwatch camera to take digital pictures of nude and partly nude boys at three local locker rooms or bathrooms, including the YMCA in Andover.

On Friday prosecutors in Hennepin County charged Minor for alleged crimes at a second location: Mariucci Arena at the University of Minnesota in Minneapolis.

A criminal complaint filed earlier last week in Anoka County brought seven counts related to child porn and stalking against Minor.

A third location for his alleged activities mentioned by police but not yet by prosecutors is the Emma B. Howe YMCA just north of Fridley at 8950 Springbrook Dr. in Coon Rapids.

Complainant, Jason Tossey, of the University of Minnesota Police Department, has investigated the facts and circumstances of this offense and believes the following establishes probable cause:

On March 5, 2013, ROBERT DENNIS MINOR, the defendant herein, was charged by the Anoka County Attorney's Office with crimes involving the surreptitious recording of juvenile males. It was determined during that investigation that the defendant was uising a wristwatch camera to take recordings. The watch was located in the defendant's home. During the investigation, investigators located a video that appeared to have beeen taken in at Mariucci Arena in Minneapolis, Hennepin County, Minnesota. Complainant was contacted in order to investigate this crime.

Complainant went to the Anoka County Sheriff's Office to view the video. Complainant observed the video to show several boys between ages 8 and 12 sitting in the stands at Mariucci Arena watching the hockey game. Complainant is familiar with the arena, having worked at games there for 13 years. The first recording lasted 2 minutes and 47 seconds.

Complainant viewed a second recording that was recorded in a restroom at the arena. The video shows a young boy, ages 8 to 12, urinating into a urinal trough. Complainant noted that the boy appeared to be uncomfortable with the defendant's presence. At eh end of the recording, which lasts for 47 seconds, the defendant looks into the camera and his face can be seen.

Investigation into the videos and the hockey schedule at the [arena] determined that the recordings in question were taken on December 31, 2011.

The defendant is currently in custody.

That on or about December 31, 2011, Minneapolis, in Hennepin County, Minnesota, ROBERT DENNIS MINOR surreptitiously installed or used a device for observing, photographing, recording, amplifying or broadcasting sounds or events throught he window or other aperture of a sleeping room of a hotel, tanning booth, or other place where a reasonable person would have an expectation of privacy and has exposed or is likely to expose their intimate parts or the clothing covering the immediate area of the intimate parts, and ROBERT DENNIS MINOR did so with intent to intrude upon or interfere with the privacy of the occupant and ROBERT DENNIS MINOR as previously convicted under section 609.748 or 609.749 and the victim, whom ROBERT DENNIS MINOR had reason to know was present, was under the age of 18.
