EVENING...WITH LOW TEMPERATURES DROPPING TO 18 TO 25 BELOW ACROSSCENTRAL MINNESOTA... AND 10 TO 18 BELOW IN WEST CENTRAL WISCONSIN AND SOUTH CENTRAL MINNESOTA. THE COLD TEMPERATURES WILL COMBINE WITH A NORTHWEST WIND OF 10 TO 15 MPH TO CREATE WIND CHILLS OF 35 TO 45 BELOW ZERO ACROSS CENTRAL AND SOUTH CENTRAL MINNESOTA
