This is from the National Weather Service's statement:
WIND CHILL VALUES DROPPING AGAIN TONIGHT...AND A WINTER STORM APPROACHING FOR LATE THURSDAY AND FRIDAY...
WIND CHILL VALUES OF 20 BELOW TO 35 BELOW ZERO WILL PERSIST INTO TONIGHT ACROSS WEST CENTRAL MINNESOTA...AND WIND CHILLS FROM 20 TO 25 BELOW ZERO ARE EXPECTED TO DEVELOP TO THE EAST...AS BRISK NORTHWEST WINDS OF 15 TO 20 MPH CONTINUE. THE WIND WILL DECREASE OVERNIGHT FROM WEST TO EAST...BUT TEMPERATURES WILL BE COLDER THAN LAST NIGHT...SO WIND CHILL VALUES WILL ONCE AGAIN DROP TO LESS THAN 25 BELOW ZERO ACROSS MOST OF SOUTHERN MINNESOTA AND WEST CENTRAL WISCONSIN.
