Media sources always have to use terms which relate to the code in our legal system which states that people are "innocent until proven guilty". Otherwise they run afoul of the law. Therefore, they use terms such as "allegedly" and "believe". Until the person is actually convicted of the crime, they can't say they are guilty of the crime.
